总结:There was a high concern to produce higher order thinking individuals in Malaysia. This could be seen in the report of National Education Blueprint 2013-2015 that focused on the Higher Order Thinking Skills (HOTs) development. However, the regress in achievement in TIMMS since 2003 had shown that students are not equipped with HOTs. The HOTs development claimed to be highly connected to the ability of the teacher to integrate aspects of pedagogy, teaching strategy and technology. This paper focused on overview of the literature review of strategies used to enhance higher order thinking skills in science subject and critical analysis on the factors hindering HOTs in classroom.
